The Team

Toby Baines

Toby co-founded Citygrove in 1990. He started his working life in 1985 as a chartered surveyor at Jones Lang Wootton. Since the early 1990s Toby has specialised in the acquisition and development of commercial and residential real estate projects with a combined value of over £1 billion. Toby is also a board member of Burgopak Limited a fast-growing packaging company.

Andrew Rennie

Andrew is responsible for the management of our development programme, drawing on his experience with land acquisitions, leasing, planning, financing and the sale of completed projects. He joined Citygrove in 1996. Working across the retail, leisure and residential sectors, he has a broad perspective of property development in the UK and Europe.

He started his commercial real estate career at Conrad Ritblat and Dixons Stores Group.

Daemon Sheehan

Daemon is responsible for the management and implementation of our construction programmes across all sectors throughout Europe. He has over 30 years’ experience in the construction industry, procuring and completing projects with a combined floor area of more than 1 million sq ft and a construction value exceeding £500 million.

Before joining Citygrove in 2007, Daemon worked for Capital & Regional as Head of Construction.

Andrew Banks

As Finance Director, Andy is responsible for the financial reporting of our companies and projects across the UK, Germany and Spain.

Before joining Citygrove in 2019, he was Finance Director at Legal and General Investment Management Real Assets, where he was responsible for financial management, regulatory reporting, compliance, tax and debt raising for client funds with assets under management of over £32 billion.

Ben Robinson

Ben joined us in 2016 and is responsible for all pre and post-contract workstreams in the UK and Germany, covering all types of building procurement. He recently delivered 60 London Wall, a substantial BREEAM Outstanding office development in the City of London.

Before joining Citygrove Ben was a Partner at Deacon & Jones, managing schemes across the UK, Europe & West Africa.

Mark Farrugia

Mark joined Citygrove in 2016, focusing on the German property development market. He is responsible for securing new development projects, occupier liaison, leasing negotiations, building strategic partnerships and overseeing the planning and delivery of projects.

Before joining Citygrove he worked at Stockland Property Group and RG Property for eight years in Sydney. Mark holds a degree in Property Economics and a Masters in Finance.

Tom Fuller

Focusing on investment opportunities, partnerships and asset management, Tom is responsible for our development and investment activities in the UK. He covers sourcing, business plan implementation, occupier liaison, leasing, analysis, and project implementation.

Prior to joining Citygrove in 2020, he spent eight years at CBRE in the London Capital Markets team focusing on transactions, having previously worked in Hong Kong in property investment.

Archie Sparks

As an Associate Director at Citygrove, Archie is responsible for exploring the viability of potential developments, providing cashflow and scenario analysis, handling occupier liaison and leasing agreements as well as overseeing project implementation.

Prior to joining us in 2021, Archie completed an MSc in Real Estate at the University of Reading and qualified as a chartered surveyor in 2024.

Fabian Falk

As Acquisitions Director for Germany, Fabian leads Citygrove’s efforts in sourcing and securing real estate investments, building strategic partnerships, and overseeing development processes in the German market.

Previously, he served as Vice President at a Private Equity Real Estate firm in Berlin, where he managed prime real estate assets and collaborated with notable institutional investors. Fabian also managed multiple developments throughout Germany across various asset classes, including residential, office, and mixed-use projects.

Ciaran Jordan

Ciaran joined Citygrove in 2024. His responsibilities include identifying and securing viable development opportunities, executing business plans, liaising with occupiers, leasing, analysis, and project implementation. 

Before joining Citygrove, Ciaran worked at Aurum Real Estate for three years as a Development Surveyor Analyst after graduating from the University of Bristol.

Hattie Williamson

Hattie joined the Citygrove team in June 2025 as the Team Personal Assistant, providing essential support to the office across various daily tasks. By working closely with our construction and development directors, Hattie’s role enables them to efficiently manage all aspects of our projects while ensuring the smooth running of the office.

Before joining Citygrove, Hattie worked as an Administrative Assistant in buying, marketing, and events.

Umer Khalil

Umer is responsible for the financial reporting of our companies and projects across the UK and Europe. He is a chartered certified accountant with extensive experience covering real estate operations, equity, property investment, and development. 

Before joining Citygrove, Umer held the position of Senior Management Accountant at Aprirose, responsible for financial management, regulatory reporting, compliance, and audit for client funds.

Anibal Maseda

Anibal is in charge of property and facilities management for Citygrove owned projects and looks after all our transport requirements. Since joining us in1998, his duties have grown to cover wider responsibilities in the UK and Spain. 

Prior to joining Citygrove, Anibal worked for Victoria Wines, Golden Travel and London Transport.
