Toby co-founded Citygrove in 1990. He started his working life in 1985 as a chartered surveyor at Jones Lang Wootton. Since the early 1990s Toby has specialised in the acquisition and development of commercial and residential real estate projects with a combined value of over £1 billion. Toby is also a board member of Burgopak Limited a fast-growing packaging company.

Citygrove founded
Citygrove is founded with a mission to bring its brave, entrepreneurial spirit to the business of real estate development. We assemble a team with experience in all aspects of property development – acquisition, funding, letting, construction and post-construction management.
Watford Arches
We develop Watford Arches a 14-acre retail park with a new access road, the first institutional development scheme to be financed following the economic crash of the late 1980s.
First multiplex cinema
We develop our first multiplex cinema project on behalf of Warner Brothers. To date, we’ve constructed 15 cinema schemes, most recently in the Spanish city of Santander.
First hotel
We build our first hotel in Watford. We’ve gone on to build over 2000 hotel rooms in the UK, Spain and Germany.
Spanish office opened
We enter a new market, open a Spanish office in Madrid and embark on a series of successful retail, cinema and hotel developments.
First residential scheme
We break ground on our first residential scheme in Eltham, London, and win the Estate Gazette’s award for Property Company of the Year in the Leisure category.
Largest charity donation since our foundation
We make the largest charitable donation since our foundation, giving £50,000 to the Evening Standard campaign The Estate We’re in, to help tackle social change in London’s housing estates.
Entered German market with site purchase in Dusseldorf
We enter the German market with the acquisition of a site in Dusseldorf city centre. The site becomes a 13 storey hotel with 438 bedrooms.

Completion of 60 London Wall, achieves BREEAM outstanding
We complete 60 London Wall, a mixed-use commercial and retail development in the City of London. We achieve a BREEAM ‘outstanding’ rating and the building wins the New London Architecture Environmental award.
Plenty of initiative during Covid lockdown
We begin the refurbishment works on a luxury apartment in Chelsea, commence demolition at The Clearings and complete on the acquisition of a hotel site in the city centre of Lubeck, in Germany.
The Duchy of Cornwall buys Bristol office
We sell 2610 The Quadrant, a Bristol based office development, to the Duchy of Cornwall. The sale follows an extensive refurbishment programme. St James’ Place are the tenants.

Andrew is responsible for the management of our development programme, drawing on his experience with land acquisitions, leasing, planning, financing and the sale of completed projects. He joined Citygrove in 1996. Working across the retail, leisure and residential sectors, he has a broad perspective of property development in the UK and Europe.
He started his commercial real estate career at Conrad Ritblat and Dixons Stores Group.
